Need help! what is the name of this game?

it's a old (2004-2005 - probably not right) pc game called something like mobile enforcers. but when i look that name up it comes up as x-com enforcers and mob enforcers neither of these games are what i'm looking for. the game i'm looking for was a modern shooter. it was sort of like a failed version of counter-strike but still really fun to play please help me if you can.
