How do I keep my dog in my yard.?

My dog is 45 pounds and mixed. He is a climber. He climbs out of a cement fence dog run 7 feet high. My husband has put chicken wire and PCV piping along the top and along the gate. He still gets out. We have tried an electric fence. He got shocked but still got out. We keep him inside and he rips everything apart. I want to keep him but we are running out of options.Does anyone have any? He only jumps out when we are not home I think he is trying to find us and when he is out he returns home.
