Which space agency NASA, ESA or Roskosmos (Russia) will be the first to send men to Mars?

Yes i think they will land on Mars in my lifetime ( if there will be no accident or wrong calculation). It will probably be a collaboration of ESA and Russians since Nasa stated that it aims to put a man on Mars by 2037 due to budget reductions. NASA’s space shuttle program, which is due to be retired in 2010. NASA budget for 2008 is US$17.3 billion but somehow everything costs more in U.S then in any other country.
